Public buildings are used harder than almost anything else and are judged over decades. They also usually have to stay open while they are being worked on.
Chapter 01
Working within a public process
Public work runs on a documented process, and the paperwork is part of the job rather than an annoyance attached to it. Schedules, submittals and the reporting a public body needs get planned in from the start.
That process also shapes who you can talk to and when decisions can be made. Boards meet on a cycle. Knowing that cycle and getting the questions onto the right agenda is a real part of keeping a public project moving.

Durability where the public actually touches the building
A library door gets used more in a month than an office door does in a year. Entrances, floors at the entry, restrooms and any counter the public leans on are where a public building shows its age first, and they are worth over-specifying.
The exterior takes the same view. The Clinton building carries stucco with standing-seam awnings, a combination chosen to hold color and shed weather with minimal upkeep, which matters when maintenance budgets are set annually.
Chapter 03
Phasing around a facility the public still needs
Closing a library or a park building is rarely an option, so the work gets sequenced around continued public access. A clear public route, kept separate from the work and re-signed whenever it changes, does most of the job.
The rest is timing. Loud and dusty operations get agreed to specific windows, and any shutdown gets planned and announced ahead rather than discovered by whoever turns up that morning.
